Walking is one of the most sustainable modes of transportation and can lead to sustainable development of cities in various aspects of the physical, social, environmental, cultural, economic and political aspects. The main purpose of this research is to provide a model for assessing the pedestrian capability in pavements using the mddm approach in the municipality of district 11 of Tehran. Therefore, factors affecting the assessment of pedestrian capability in pedestrian routes have been identified and internal relations and prioritization of this index have been made. The statistical population of the study consisted of 15 experts from the municipality of district 11 of Tehran. A questionnaire was distributed among these. The current research is applied in the field of applied research and based on the nature and method, a descriptive-survey research. The results of this study showed that the most important aspects of pedestrian capability assessment in pavement tracks are transportation and traffic, socioeconomic, physical, attractiveness and greening, security, safety, furniture and access. In the first step, prioritization of the main criteria of the research was dealt with, which determined that the security benchmark is in the first priority. The access criterion in the second priority and the furniture benchmark are in the top priority. The next step was to use the Demettle technique to reflect the interrelationship between the criteria. In this way, the matrix of direct relations of indicators was initially formed. Based on the results of the security standard, it has the greatest impact. The traffic and traffic criterion has a high degree of impact. Based on the calculations and the supermatrix limit, it has been shown that restoring historical identities is a priority. Non-occurrence of crime in this regard in the second priority and aesthetic quality is the third most important indicator.
