For this reason, the managers of each organization try to consider specific resources for their annual budget and, if necessary, even determine alternative sources and use them if necessary. Lack of these resources or its uncertainty causes the income of an organization to fluctuate during a year or even many years, and depending on the scope of activity of that organization, part of the unfulfilled goals and direct or indirect users of its services and activities. Affect the organization. Meanwhile, tourism planning in order to generate income for a city like Tehran, which has all-round potential, is a necessity and task for managers and planners of this metropolis to improve the quality of life of the people of this city through this income. Accordingly, the main purpose of this study is to plan sustainable income generation of municipalities, the need to improve the quality of life by emphasizing the potential of tourism in the metropolis of Tehran by descriptive-analytical method. The results show that tourism is an important factor in sustainable economic development and job creation and is one of the industries that is very significant in terms of income and job creation, and this industry directly and indirectly creates jobs for countless people. Also, planning in the field of urban tourism development should lead to the promotion of a vibrant, environmentally friendly society, a decent economy, equality and justice, livability of the city and the sustainability of the city's economy. درآمد پایدار شهرداری در صورت توجه به تمامی ابعاد آن و اجرای درست می‌تواند به افزایش کیفی خدمات ارائه شده و ارتقای کیفیت زندگی شهروندان کمک کند. درآمد پایدار برای هر سازمان چه در حوزه مسائل شهری و چه در سایر حوزه‌ها اهمیت زیادی دارد و پایه اساسی برای انجام درست و هدفمند فعالیت‌های یک ارگان است. از این جهت تلاش مدیران هر سازمان بر آن است تا منابع مشخصی برای بودجه سالانه خود در نظر داشته باشند و در صورت نیاز حتی منابع جایگزینی تعیین و در صورت لزوم از آن استفاده کنند. نبود این منابع یا نامشخص بودن آن موجب می‌شود تا درآمد یک سازمان در طول یک سال یا حتی سال‌های متمادی با نوسان همراه شود و بسته به حوزه فعالیت آن ارگان، بخشی از اهداف محقق نشده و مستقیم یا غیر مستقیم بهره برداران از خدمات و فعالیت‌های آن سازمان را تحت تأثیر قرار دهد. در این میان برنامه ریزی گردشگری در راستای درآمدزایی برای شهری مانند تهران که داری پتانسیل همه جانبه را دارد برای مدیران و برنامه ریزان این کلانشهر یک ضرورت و تکلیف می باشد تا از طریق این کسب درآمد به ارتقاء کیفیت زندگی مردم این شهر پرداخته شود. بر همین اساس هدف اصلی پژوهش حاضر برنامه ریزی کسب درآمد پایدار شهرداریها ضرورت ارتقاء کیفیت زندگى با تأکید بر توان سنجی گردشگری در کلانشهر تهران با روش توصیفی- تحلیلی می باشد. نتایج نشان می دهد گردشگری عامل مهم توسعه اقتصادی پایدار و ایجاد اشتغال است و از صنایعی است که از لحاظ درآمد و اشتغالزایی بسیار قابل توجه است و این صنعت به‌ شکل مستقیم و غیرمستقیم برای افراد بی‌شماری شغل ایجاد می‌کند. همچنین برنامه ریزی درتوسعه گردشگری شهری باید به ارتقاء جامعه شاداب، محیط زیست پذیر، اقتصاد شایسته، برابری و عدالت، زیست پذیری شهر و پایداری اقتصاد شهر منجر شود. https://www.gahr.ir/article_142073_f2dbe5e64679e4555979a6b5d3809054.pdf
