One of the strategies that has been recently considered in most countries of the world is the development of tourism in deprived areas with the potential to expand tourism. The purpose of this research is to investigate the causes and challenges of tourism development in the province (management and infrastructure weakness) from the point of view People, officials and tourists. The type of research is applied and the research method is descriptive-analytical. Information processing tools, library and field analysis, data analysis are used for parametric and nonparametric statistics. The results of this study showed that the most important factors influencing tourism development in the province are infrastructure factors. The results showed that management and infrastructure weaknesses are important factors influencing tourism development in the province. However, in terms of tourists, the infrastructure operator with an average of 44.4% more than management factors (with an average of 3.37) played a role in the lack of tourism development in the province. The most important components of the infrastructure and management factor were welfare and accommodation components, with a mean of 3.55, and advertisements with an average of 3.42, respectively. راهبردهای گذشته در زمینه توسعه نواحی نتوانسته اند در حل مسائل و معضلات موجود در زمینه فقر، اشتغال، بهداشت، امنیت غذایی،پایداری محیط زیست،و نظیر اینها به گونه ای موفقیت آمیز عمل کنند. یکی از راهبردهای که اخیرا در بیشتر کشور های جهان مورد توجه قرار گرفته،توسعه گردشگری در نواحی محروم و دارای پتانسیل های لازم برای گسترش گردشگری است.هدف از این پژوهش بررسی علل واکاوی وچالش های توسعه گردشگری استان(ضعف مدیریتی و زیرساختی) از دیدگاه مردم، مسئولین و گردشگران می‌باشد. نوع تحقیق کاربردی و روش تحقیق توصیفی- تحلیلی است. ابزارگردآوری اطلاعات، کتاب‌خانه‌ای و میدانی، تجزیه ‌و تحلیل اطلاعات از آمارهای پارامتری وناپارامتری استفاده‌شده است. نتایج حاصل از این مطالعه نشان داد که مهم‌ترین عوامل مؤثر بر توسعه گردشگری استان عوامل زیرساختی می‌باشد. نتایج نشان داد که ضعف مدیریتی و زیرساختی از عوامل مهم تأثیرگذار در توسعه گردشگری استان هستند. بااین‌وجود ازنظر گردشگران عامل زیرساختی با میانگین 44/3 بیشتر از عوامل مدیریتی (با میانگین 37/3) در عدم توسعه گردشگری در استان نقش داشته است. به گونه ای که از مهم‌ترین مؤلفه‌های عامل زیرساختی و مدیریتی به ترتیب مؤلفه رفاهی و اقامتی با میانگین55/3 و تبلیغات با میانگین 42/3 نقش مؤثری داشته‌اند. https://www.gahr.ir/article_69408_299ba416fa1e6a3c1a7bbddfe27f6d72.pdf
