Abstract

In order to be able to make optimal use of water resources, the design of irrigation and drainage networks of Mianab plain is defined and under implementation and operation. Accordingly, the water allocated to this project should be distributed with maximum efficiency in the plain. Operation, maintenance and management services of modern irrigation and drainage networks were generally performed in water intakes under dams and areas related to concentrated wells until 1993 by the Khuzestan Water and Electricity Organization as the executive body. From that year onwards, the Ministry of Energy, pursuant to Article 88 of the Law on Part of the Government Financial Regulations and its Executive Regulations) in the performance of government social duties and in order to rationalize the size of the government and gradually reduce spending and improve services to People and attracting the participation of the non-governmental sector and the development of employment and saving the budget and public revenues)Gradually, with the establishment of companies operating the irrigation and drainage networks within the activities of these organizations, the responsibility and management of the operation and maintenance of the irrigation and drainage networks was transferred to these companies, so that these companies could lay the groundwork for the organization. Provide legal operators in water management
The purpose of this article, which is prepared by descriptive-analytical method and using written documents, consulting and survey, is to study the establishment of water resources utilization organizations as a participatory management approach in water and emphasize the participation of all stakeholders, mainly farmers. At the end, the relevant solutions and suggestions are presented.
