The role of transparency of duties of the government and production cooperatives on the success of the cooperative agricultural water management approach (case study: five watershed areas of Khuzestan province)

Abstract
The purpose of this research is to investigate the role of the transparency of government and cooperative duties on the success of production cooperatives in the five watersheds of Khuzestan province. This research is a descriptive-correlation type that was conducted using a survey method. The statistical population of the research included members of active production cooperatives within the scope of irrigation and drainage networks which using Morgan's table and after determining the sample size (361) of the operators who are members of the production cooperatives, they were randomly selected. The tool used for data collection was a questionnaire whose face validity was confirmed by a panel of experts and a guide test was also conducted to check its reliability. The findings of this research show that the examination of the correlation relationship between the dependent variable and the independent variables of the research showed that there is a positive and significant relationship between the independent variables of the transparency of the duties of the government and cooperatives with the dependent variable of cooperative production success. Also, the responsibilities of production cooperatives from the point of view of the users in four categories of operation and protection of the irrigation and drainage network, the responsibility of the production cooperative and the responsibility of the agricultural jihad need to be clarified, and the protection and operation of the irrigation network is the most important responsibility from the point of view of the users. Therefore, it is suggested that the responsibility of protecting and exploiting the irrigation network be given to the production cooperatives first, and then, by building the capacity and empowering the users, other responsibilities should be given.
