One of the important planning tools in the field of land use is the use of land use per capita, which plays an essential role in the preparation of urban plans and how to distribute and divide urban lands. However, the collection of studies and surveys conducted in this field shows that Iran's per capita planning system is basically facing fundamental theoretical and practical bottlenecks, for this reason, the collection of methods and techniques for determining urban per capita or, basically, the concept of land use planning and the necessary comprehensiveness are lacking, or there are no prerequisites for their correct application in urban plans of Iran, and in fact, due to their physical and functional nature, the per capita tools are much weaker than they are able to meet the programmatic and dimensional needs. Legal, economic and social use of land and space has not been realized for this reason in most cases. Based on this, the main goal of the current research is the need to evaluate and manage urban land use in the development of metropolitan projects with a descriptive-analytical method. As a result, it is necessary to check the urban usage per capita in this region, it should be evaluated in different statistical periods and equated with the national standard per capita. Therefore, in order to organize and balance and raise the quality of urban life, it is necessary to pay attention to the issue of urban land use planning in order to be able to respond to the needs of citizens in the future (detailed planning horizon) and realize spatial justice.
