Abstract
Today, disability is an undeniable phenomenon in human societies, considering the significant number of these people in cities, urban planning in line with the presence of all residents in various affairs and creating an atmosphere without discrimination. It is inevitable to create equal conditions from different dimensions, especially in proper access to services for these people. The importance of specialized hospital treatment services and quick access to specialized hospitals in a suitable time frame and place in the health of society and considering the physiological conditions of disabled people is of double importance. The current research has investigated the access status of disabled people to specialized hospitals in Ardabil city with descriptive analytical method and based on the use of GIS tools. The statistical population of the research is 6586 people who are under welfare coverage in Ardabil city. n order to evaluate the level of access of the target community to hospital centers, both general and specialized, the service area method and the spatial distance of 500, 1000 and 2000 meters are used and the results show the poor access of disabled people, especially those living on the outskirts of the city, to hospital centers. In order to analyze the access to specialized hospital centers with the location allocation method, two time intervals of 5 and 8 minutes and a distance of 5 thousand meters from the hospital center to the neighborhood center were used, and the results show that within a 5-minute distance, most of the people Unable to use specialized hospital services, an 8-minute distance shows better results, but still a significant number of localities in District 4 and 5 (concentrated areas of disabled people) are not covered by services. The distance of 5000 meters covers more localities, but it still does not cover all target people.
