Assessing the feasibility of the Boukan Urban Master Plan (population, employment, housing)

Abstract
The urban master plan is a long-term plan that is prepared to determine the general policy of urban development policies, urban planning regulations, city boundaries and areas of influence, and the future development path of the city. Such plans in our country, considering that they are an impression of the patterns and experiences of other countries, have had different results and sometimes have not been successful. It should be noted that the history of the master plan in our country is not very long and dates back to the 1960s. The purpose of this research is to evaluate and examine the extent to which the master plan of Boukan County has been implemented using a descriptive-analytical method that uses library studies and documents provided by relevant organizations. The results show that the population of Boukan City has been much higher than the population projected in the plan during 2011 and has also faced a significant shortage of employment and housing. This amount will increase in the year of the horizon, i.e. 2025. Among the feasibility components, according to the obtained scores, the population area had the greatest impact on the realization of the comprehensive plan proposals with 95 and 99 percent in 2016 and 2011, respectively. However, the population rate proposed for these years was still 15,481 people higher than the estimated amount. Since the last population census was conducted in 2016, accurate information about the population of Boukan city for 2017 and 2018 was not available. However, according to the new population forecasts provided by the National Statistical Center for the cities of West Azerbaijan province, the population living in Boukan city in the aforementioned years differs significantly from the population predicted in the comprehensive plan.
