Abstract
Environmental changes and existing threats to different countries have motivated them to adopt strategies to increase the power of flexibility, resilience and competitiveness of their economy. In recent years, resilience has become an emerging topic in studies. Despite this, not paying attention to the continuous improvement of business resilience can be one of the reasons for the lack of proper diversification of jobs and, as a result, the higher rate of incomplete employment. In the current research, 150 people responded to it with the Delphi method and distributed a questionnaire among different industries in Qom province, and the data was analyzed using SPSS23 software and Friedman's test for ranking, and the results were obtained. It is as follows: The first rank is given to economic factors, which respectively include changes in raw materials, supply chain issues, and exchange rate fluctuations, and the second rank is to cultural and social factors, which respectively include supporting employees, encouraging employees to take actions. Initiative and active participation in the field of infrastructure factors that have been obtained according to the financial commitments and creativity and innovation of senior managers. In this regard, it has been recommended to the governorate of Qom province to constantly review and monitor the changes and analyze the business environment, pay attention to the business trends and follow up on problems and issues related to the supply chain.
