The lack of a framework for assessing capabilities, comparative advantages, and levels of competitiveness, as well as the uncertainty of industry development patterns, lead to the weakness of cluster formation and the attraction of domestic and foreign capital. This study aims to assess the regional development capacity based on the anchor-based system in Basra province, Iraq. The research method is descriptive-analytical and the data collection tool is a questionnaire based on AHP and the cross-sectional structure analysis model (37*37). The analytical framework is based on the three concepts of effectiveness, sensitivity, importance, and variables in the three components of the anchor model, including 1- anchor tenant attraction and deployment, 2- clustering and multi-scale resource mobilization, and 3- intelligence and stabilization of the leadership position. The results show that the results showed that in terms of the status of the effective variables for anchor tenant (investor) attraction: transportation infrastructure; In terms of the status of effective indicators in clustering and mobilizing multiple scale resources: the presence of multinational and international companies in the region; In terms of the status of effective indicators of intelligence and consolidation of leadership position: the presence of a regional and national innovation system in the industrial sector; In terms of the status of important variables in attracting anchor tenants (investors): quantity and quality of transportation infrastructure; In terms of the status of important variables in clustering and mobilizing multiple scale resources: multinational and international companies in the region; In terms of the status of important variables in intelligence and leadership positioning: Motivation, research and development capabilities in existing industries have a medium to high status.
