Abstract
In recent decades, many organizations and management institutions have promoted a participatory approach by emphasizing local communities and increasing social interactions at the neighborhood level. The present study aims to investigate the role of neighborhood centers in promoting the citizenship culture of residents of underprivileged neighborhoods in Ahvaz, a case study; Al-Safi neighborhood. According to the nature of the subject and the goals for which this research is intended, it is theoretical-applied in terms of its purpose and descriptive-analytical in terms of its nature and implementation method. The statistical population of the population aged 15 and above, the sample size based on Cochran's formula is 230 people. In order to analyze the findings, SPSS software, T-Test, and SWOT technique were used. The findings indicate that the first hypothesis with a total average of 4.21 and the second hypothesis with a total average of 4.29, indicate positive responses from citizens. Also, based on the SWOT model, the most appropriate strategy in this situation is the defensive strategy (WT) and is given priority over other strategies. The result is that neighborhood halls have not only provided the basis for the formation of participation in the infrastructural dimension, but from the perspective and social dimensions as a superstructure dimension, it has also strengthened the category of participation, participation, social participation and participation of citizens in urban affairs and the destiny of themselves and their city
