Sea-based Economy of Coastal Cities (Case Study: Bushehr City)

Abstract
As a sub-branch of the green economy, the Sea-based economy has gained a special place in the policy-making of countries with Sea-based borders in recent decades. This approach, focusing on the sustainable exploitation of marine resources, such as fisheries, ports, coastal tourism, Sea-based transport, marine renewable energies, and marine biotechnology, can be the driving force for the economic development of coastal areas. In the meantime, Iran, with more than 5800 kilometers of coastline in the north and south, has significant capacities for the development of a Sea-based economy. Bushehr province, especially Bushehr Port, with its long history in Sea-based trade, strategic location on the Persian Gulf, and port infrastructure, is considered one of the most important potential points for implementing Sea-based economy policies in the country. The aim of this article is to examine the capacities, challenges, and requirements for the development of a Sea-based economy in the port city of Bushehr. The research method was descriptive-analytical and based on library resources, upstream documents, limited field studies and content analysis of official reports of Sea-based and economic organizations. The results show that despite having abundant capacities, Bushehr city suffers from problems such as institutional incoherence, weak infrastructure, and lack of coherent planning and lack of investment. However, if management approaches are improved, local authorities are increased and the link between national and provincial institutions is strengthened, this city can become one of the poles of the Sea-based economy in the Persian Gulf region.
