Abstract
Urban Infill Development is an approach that emphasizes the optimal use of internal capacities of cities for sustainable development. This article is descriptive-analytical in nature and method and is theoretical and applied in terms of purpose. The main tool for collecting field data is a researcher-made questionnaire that includes 20 items and is based on a five-point Likert scale (from completely disagree to completely agree). This questionnaire was distributed among 120 people including urban experts, residents of central neighborhoods, and managers related to urban affairs. A study of the potentials of intensification development in Abadan shows that despite the existence of physical and economic problems, there are significant capacities for endogenous revitalization of the city. Among them are abandoned spaces, extensive road networks, and legal grounds. Intelligent selection of target lands, design of participatory projects with residents, reforming legal structures, and providing effective incentives can actualize these capacities. Also, by involving the private sector and directing investments to this area, the urban regeneration process in Abadan can be accelerated. The results show that unused infrastructure, abandoned spaces, social capabilities, and human capital of Abadan can be exploited as the main drivers of intercity development.
