Abstract
Services are one of the basic pillars of urban growth and development, the lack of which can cause many problems. One of the most important services in cities is fire services, whose existence is of particular importance in times of crisis. The main objective of this research is to investigate and analyze the quality of fire services with a spatial justice approach in the city of Urmia. This research is applied-theoretical in terms of purpose and descriptive-analytical in terms of method. The required information and data were collected through the library method. In this regard, the TOPSIS multi-criteria decision-making model was used as a powerful tool. This model allows us to accurately measure key and related indicators, such as response time to incidents, population density in each area, access to roads, and physical and demographic characteristics of the areas, to scientifically rank and prioritize urban areas in terms of the level of access and need for fire services. The results of this analysis, which are based on real data and justice-based criteria, can be used as a solid and practical basis for future planning to significantly improve efficiency, promote spatial justice in the distribution of safety services, and ultimately, increase urban resilience against potential accidents and disasters in the city of Urmia.
