Abstract
Heavy reliance on oil revenues and related activities has created major environmental challenges for resource-rich countries. Assessing and comparing the environmental performance of these countries can provide a roadmap for transitioning towards a low-carbon economy and sustainable resource management. This study aims to comparatively examine the environmental status of 9 of the world's oil giants. This descriptive-analytical research studies a statistical population consisting of Canada, Iran, Iraq, Kuwait, Libya, Russia, Saudi Arabia, the United Arab Emirates, and Venezuela. Required data were collected from reputable international documents and analyzed using two methods: Weighted Sum (Si) and Weighted Product (Pi), along with the calculation of a final composite index (KI) using SPSS and EXCEL software. The results clearly showed a major gap between the studied countries. Based on the composite KI index, Russia (with a score of 4.218), Iran (3.909), and Canada (3.906) had the best performance, respectively. In contrast, Libya (1.094) and Venezuela (3.107) were at the lowest performance levels. Correlation analysis between the Si and Pi indices also showed a significant consistency in country rankings. Findings indicate that the level of oil revenues alone does not determine environmental performance; rather, good governance management, investment in clean technologies, and effective policies are key factors in achieving desirable performance. This study emphasizes the serious need for oil-rich countries, especially Libya and Venezuela, to reconsider their environmental policies.
