Abstract
The current research was conducted with the aim of identifying of the effective Indicators in the production of peri-urban spaces using a qualitative-quantitative method with an exploratory approach. In the first stage, in order to identify the effective factors in the production of peri-urban spaces, 30 questionnaires were conducted with the Urban planning - agriculture experts and university professors who were selected by snowball method, in the form of five Indicators and 20 items. In the second stage, the fuzzy Delphi technique was used in two stages to reach a group agreement between the experts and screen the findings from the first stage. The findings indicate that the production of peri-urban spaces (garden cities) around Zanjan city cannot be joining in the physical development process of Zanjan city. The results of the questionnaire, which was obtained using the Delphi technique in two stages, reflect the inefficient urban management, the not of legal transparency and the existence of various clauses and notes about the change of land use, the not of clarity of supervisory responsibility and decision-making, the capitalist rentier economy. and... as effective Indicators in the creation and production of space in peri-urban spaces; which shows the rule of capitalism over the cities of Iran, the influence of the capital-based economy and the mutual relationship between capital and the political economy (space) involved in the production of space, which has transformed the pattern of cities and laid the foundation for the production of unwanted and unplanned peri-urban spaces
