Abstract

abstract this research aimed to identify and analyze the factors affecting inequality in distribution of urban services in zahedan city . the present study shows that the distribution of urban services in zahedan is not fair and fair and there is a deep gap between the deprived and deprived neighborhoods . so that some areas have high scores , while other areas face severe privation . the results indicate that the most important factors of this inequality are in three categories

1-management and planning factors : weakness in integrated urban management system , budget deficit , lack of strategic planning and prioritization of projects based on political and dramatic considerations .

2- physical - spatial factors such as rapid population growth , expansion of informal settlements , geographical distribution of neighborhoods and concentration of services in specific areas of the city .

3- socioeconomic factors : economic poverty , low level of education , diverse ethnic texture and inequality in social capital .

this research is based on a combination methodology ( quantitative and qualitative ) and by using questionnaire , interview and statistical analysis , the present situation and relationship between variables have been studied . the results not only confirm the depth of deprivation in the marginal localities but also shows that the continuation of this inequality poses a serious threat to social justice , national security , public health and urban sustainability in zahedan . at the end , practical strategies such as reform of budget allocation based on exclusion criteria , strengthening of public participation , social empowerment and implementation of targeted infrastructural projects in neighborhoods are presented .
