Abstract
The existence of issues and problems caused by rapid growth of urbanization in the country and the impossibility of managing the urban society with existing traditional tools and methods have doubled the necessity of changing the way of management and administration of cities. This change can be realized by using the optimal urban governance approach. The mentioned approach increases sustainability, quality of life and desirability of living in cities. Therefore, the aim of the present research is to study the comparative study of 10 areas of Tabriz metropolis based on the components of desirable urban governance. The current research is applied in terms of its nature and descriptive, analytical and survey method. The statistical population of the research includes 20 urban experts. In order to evaluate and prioritize the target areas, 8 criteria (participation, legality, accountability and responsibility, central justice, collective agreement, transparency, effectiveness and efficiency, strategic vision) were used. In this regard, the target areas were prioritized using the MABAC model. The results of the implementation of the mentioned model showed that the final result of the Mabak model in table (6) shows that in terms of the components of desirable urban governance, region 9 is in a favorable condition with a final score of 0.350 and the first rank, and regions 7 and 2 They are ranked second and third with scores of 0.211 and 0.137 respectively. In contrast, Region 10 has ranked last with the lowest score of -0.283. In this way, it is clear that the 10th area of Tabriz metropolis has the lowest rank and the farthest distance from the desired governance components among the options studied. Therefore, planning and management according to the ranking made in the present research can be a way for city managers to plan the future in the studied area.
