Abstract
Undoubtedly flood as a natural disaster is considered as a natural disaster . This type of natural hazard is considered as a natural disaster in the world . So , the damage caused by floods is more than the city . So , the damage caused by floods is more important . Because this type of management is more flexible in Cities , it is necessary to unite the sectors and institutions for planning . in fact , this type of planning can improve the resiliency of city in order to cope with natural disasters . in the most recent definition that the system is able to absorb and re - organize the risks , it is possible to identify the social , economic , infrastructural , institutional and social - social networks in order to cope with the flooding . The purpose of this research is to identify the social , economical , infrastructural , institutional studies and determine strengths and weaknesses , opportunities and threats . The method of data collection is the use of formal resources for quantitative data ( questionnaire and interview ) and swot - qspm . the results showed that the occurrence of warning systems , increased trust in statistical and weather data and , increased citizen participation in order to better manage the city during flood event as the outputs of diversity - seeking strategies in order to improve resiliency in ahvaz in order to improve resiliency .
