Poverty is not limited to lack of money, but also includes lack of opportunities and inadequate access to social services. Rural poverty refers to the economic difficulties that rural communities face in meeting their basic needs and their standard of living is lower than global standards. Tackling poverty is of great importance, especially in rural areas where most of the poor live. Planning for villages using foresight methods helps to understand future developments and select the best solutions for decision-making. In view of this, the present type of research is applied in terms of purpose and descriptive-analytical in terms of nature and method, and from a temporal perspective, it has adopted a scenario-based foresight approach. The basis for classifying foresight tools is their inherent ontological and epistemological assumptions that reflect our view of the future (as something imaginary or objective, as well as revealing or constructive of the future). To identify scenarios affecting the future of rural poverty in East Azerbaijan Province, a citation study was used and its results were presented in the form of a matrix of probable scenarios and uncertainties (with an impact scale of 3 to -3) in the form of a researcher-made questionnaire for analysis in the ScenarioWizard software to 30 selected experts and specialists. The descriptors of "establishing and operating modern and sustainable irrigation systems", "constructing and providing appropriate housing with up-to-date standards", and "creating gender and cultural equality in access to resources and opportunities" are, respectively, compatible scenarios for the future of rural poverty planning in East Azerbaijan Province.
