This research aims to identify and rank the key effective components in the smart urban growth model with an emphasis on integrating peripheral villages in the city of Ardabil. The statistical population of the research is urban experts and the number of statistical samples is 9 people, and sampling continued until the sufficiency or saturation of responses was reached to achieve the research results. The combined methods of network analysis and hierarchy analysis were used to prioritize the related components and subcomponents. The results show that the component of "local community sustainability" with a priority of 0.231 is in the highest rank, and the subcomponent of "social cohesion" with a weight of 0.104 is of particular importance in this component. Also, the components of "improving physical texture" and "improving environmental qualities" are in the next priorities, respectively. Based on the findings, improving public transportation, affordable housing, density and intensive development, and economic sustainability are other key components and subcomponents that are effective in this process. This research can help policymakers and urban planners develop sustainable and smart models for integrating peripheral villages into the urban structure and achieve social, economic, and environmental sustainability in developing cities like Ardabil.
