Analyzing the performance of urban management with an emphasis on good governance   (Case study: Behshahr City)

Abstract
By changing the approach in urban management and the increasing importance of the role of various actors and citizens in the field of urban affairs, it has changed the approach of urban management, and centralized and command-oriented management to low-up and participatory management where cooperation between actors The urban area is underlined. In the present study, we aimed to analyze the performance of urban management, with a good governance approach and with regard to its indicators. For this purpose, the statistical tests (single sample T and Friedman test) were used to assess the governing approach. The study population consisted of two groups of citizens and specialists. The data collection method was prepared by a questionnaire for each of the two groups and based on the Likert spectrum, the comments were considered. The citizens 'questionnaire was used to assess the level of governance and the data from experts' questionnaires to identify capabilities and capacity in the field of urban management to provide a strategy based on the SWOT model. The results show that the level of good governance in the study area is lower than the average (standard), and the results of the SWOT model for increasing the performance of urban management with a defensive strategy in favor of the development of popular participation in priority Is located.
