برنامه ریزی عمرانی و آبادانی کلانشهرها در راستای مدیریت بحران زلزله با تأکید بر بافت فرسوده

چکیده

شهر موجودی زنده و پویا است که کالبد آن در دوره های مختلف تحت تاثیر تحولات اقتصادی سیاسی و فرهنگی طبیعی واجتماعی شکل می گیرد. بافت های فرسود شهری که زمانی براساس الگوهای شهری و یا تاثیر از شرایط اقتصادی- اجتماعی ساکنان و ویژگی های محیطی به وجود آمده اند، امروزه بر اثر گذشت زمان و تغییر در الگوهای فضایی ساخت و ساز، قابلیت زندگی را از دست داده اند و دارای مشکلات زیادی از لحاظ شرایط کالبدی، عبور و مرور، اقتصادی و اجتماعی برای زندگی امروزی است. این بافت ها دارای نقاط قوت و فرصت های زیادی هستند که براساس شناخت جامع و برنامه ریزی صحیح این نقاط، می توان راهبردهای بهینه ای جهت ساماندهی وضعیت موجودبافت های فرسوده ارایه داد.این مقاله با رویکرد توصیفی- تحلیلی از روش مطالعات میدانی و کتابخانه ای و با استفاده از مدل SWOT فرآیند تحلیل سلسله مراتبی AHP تدوین شده است. در این تحقیق به بررسی نقاط قوت، ضعف، فرصت ها و تهدیدهای بافت فرسوده شهری در منطقه18 تهران پرداخت شده است یافته های حاص از تحلیل مدل فوق در این پژوهش نشان می دهد که علاقه مندی ساکنین برای بهسازی و نوسازی بافت فرسوده و وجود گروه های کم درآمد اقتصادی در بافت به ترتیب از مهم ترین نقاط قوت و ضعف، بالا بودن میزان مشارکت در شهرهای کوچک و مقاوم نبودن ساختمان ها در برابر مخاطرات طبیعی از مهمترین نقاط فرصت و تهدید می باشد. مهمترین راهبردها در ارتقا کیفیت سکونت و زندگی در بافت های فرسوده، جلب مشارکت مردمی در طرح، اجرا، بهسازی و نوسازی، فراهم کردن بسترهای لازم جهت تشکیل نهادهای مدیریتی مردمی، تشویق مردم به تشکیل سازمان های محلی می باشند.

The city is a living and dynamic creature whose body is formed in different periods under the influence of natural, political and cultural economic, political and cultural developments. Dilapidated urban textures that were once based on urban patterns or the impact of socio-economic conditions of residents and environmental characteristics, today due to the passage of time and changes in spatial patterns of construction, have lost the ability to live and have There are many problems in terms of physical, transit, economic and social conditions for today's life. These textures have many strengths and opportunities that based on comprehensive knowledge and proper planning of these points, optimal strategies can be presented to organize the existing situation of worn textures. This article uses a descriptive-analytical approach from field and library studies. And using SWOT model, AHP hierarchical analysis process has been developed. In this study, the strengths, weaknesses, opportunities and threats of worn-out urban fabric in District 18 of Tehran have been investigated. The findings of the analysis of the above model in this study show that residents are interested in improving and renovating worn-out fabric and the existence of groups Low economic income in the context of the most important strengths and weaknesses, high participation in small towns and non-resistance of buildings to natural hazards are the most important points of opportunity and threat, respectively. The most important strategies in improving the quality of housing and life in dilapidated areas, attracting public participation in the design, implementation, improvement and renovation, providing the necessary conditions for the formation of public management institutions, encouraging people to form local organizations.
