سیاست‌گذاری تأثیرات ویروس کرونا بر عدم امنیت غذایی و وضعیت مهاجرت: چارچوب مفهومی شکاف ساختاری

چکیده

هدف پژوهش حاضر، «سیاست‌گذاری تأثیرات ویروس کرونا بر عدم امنیت غذایی و وضعیت مهاجرت: چارچوب مفهومی شکاف ساختاری» است. در پاسخ به این سؤال که ویروس کرونا بر عدم امنیت غذایی و وضعیت مهاجرت چه تأثیری گذاشته است؟، این فرضیه مطرح شد که در چارچوب شکاف ساختاری، کرونا ویروس منجر به افزایش ناامنی غذایی در داخل کشورها شده و از این طریق، بر سلامتی و افزایش مهاجرت تأثیرات منفی گذاشته است که این مسئله، نیازمند برنامه‌های سیاست‌گذاری است. در این راستا، با توجه به چارچوب مفهومی شکاف ساختاری، «کرونا، مهاجرت و عدم امنیت غذایی»، با روش توصیفی-تحلیلی و با استفاده از منابع کتابخانه‌ای مورد بررسی قرار گرفت. نتایج نشان داد که کروناویروس بر عدم امنیت غذایی و وضعیت مهاجرت ازجمله مهاجرت روستا به شهر و مهاجرت بین‌المللی تأثیرگذار بوده است. این بحران توانسته است منجر به شکاف ساختاری در الگوهای مهاجرت شود و افراد از ورود به کشورهای متأثر از ویروس کرونا، اجتناب کرده‌اند. با توجه به ماهیت مداوم جریان‌های مهاجرت، این موضوع اثرات طولانی‌مدت داشته است. ضرورت دارد که در سیاست‌های ملی، وضعیت مهاجران واردشده یا با احتمال بازگشت به مناطق آسیب‌دیده، موردتوجه قرار گیرد. همچنین، نیاز به ایجاد سیستم‌های غذایی انعطاف‌پذیر وجود دارد که می‌تواند ناامنی غذایی را کاهش دهد.

چکیده [English]

The aim of the present study is to "politicize the effects of the corona virus on food insecurity and migration status: a conceptual framework for structural gaps." In response to the question of what effect the corona virus has on food insecurity and migration status, it was hypothesized that within the framework of the structural gap, the corona virus has led to increased food insecurity within countries and, thus, on health and Increased migration has had a negative impact, which requires policy programs. In this regard, according to the conceptual framework of the structural gap, "Corona, migration and food insecurity" was studied by descriptive-analytical method and using library resources. The results showed that coronavirus had an effect on food insecurity and migration status, including rural-urban migration and international migration. The crisis has led to a structural gap in migration patterns, and individuals have avoided entering countries affected by the coronavirus. Given the ongoing nature of migration flows, this has had long-term effects. There is a need for national policies to address the situation of migrants who have entered or are likely to return to affected areas. There is also a need to create flexible food systems that can reduce food insecurity.
