چکیده
موضوع تحقیق حاضر به بررسی اهمیت و تأثیر استقرار گروه واحد قومی در دو سوی مرز در کنترل مرز با تأکید بر قوم ترکمن پرداخته است. این تحقیق از طریق روش توصیفی-تحلیلی با جمع‌آوری داده‌ها از دو بخش کتابخانه‌ای و میدانی به ارزیابی و تحلیل اثرات و تأثیرات استقرار گروه‌های قومی در کنترل مرز می‌پردازد. تأمین امنیت ملی و جلوگیری از ناامنی و جنگ از جمله اهداف مهم کنترل مرزها است و به این منظور، اهمیت استقرار گروه‌های قومی در دو سوی مرز به ویژه با تأکید بر قوم ترکمن به‌عنوان جزء از جامعه محلی مورد بررسی قرار گرفته است. یافته‌های تحقیق به دو بخش نظری و میدانی تقسیم می‌شوند. در بخش نظری، با تکیه بر نظریات مرتبط با کنترل مرز و قومیت، شش مؤلفه و 27 متغیر به عنوان گویه‌های اصلی تحقیق معرفی شده‌اند. در بخش میدانی نیز با استفاده از پرسش‌نامه و با مشارکت 30 نفر از متخصصان مرز از جمله اساتید دانشگاه و دانشجویان دکتری در حوزه های جغرافیای سیاسی، برنامه‌ریزی شهری و علوم سیاسی، داده‌ها جمع‌آوری شده و با استفاده از نرم‌افزار SMART-PLS تحلیل و بررسی شده‌اند.نتایج نشان می‌دهد که بعد سیاسی با ضریب 0.898 به عنوان یکی از عوامل مؤثر در کنترل مرز تأثیرگذار است. در این متغیر، تبعیضات سیاسی و قومی و عدم بازیگری سیاسی تأثیر مهمی در اهمیت بعد سیاسی در کنترل مرز ایران و ترکمنستان دارد. این یافته‌ها نشان می‌دهند که در تدوین سیاست‌ها و برنامه‌های مرتبط با کنترل مرز، نیاز به توجه به عوامل سیاسی و قومی از اهمیت بالقوه برخوردار است.

چکیده English

The subject of the present research is to examine the importance and effect of establishing a single ethnic group on both sides of the border in controlling the border with an emphasis on the Turkmen people. This research evaluates the effects of the establishment of ethnic groups in border control through the descriptive-analytical method by collecting data from both library and field departments. Ensuring national security and preventing insecurity and war are among the important goals of border control, and for this purpose, the importance of the establishment of ethnic groups on both sides of the border has been investigated, especially with an emphasis on the Turkmen people as part of the local community. The research findings are divided into two theoretical and field parts. In the theoretical part, relying on theories related to border control and ethnicity, six components and 27 variables have been introduced as the main subjects of the research. In the field section, data was collected using a questionnaire and with the participation of 30 border experts and analyzed and analyzed using SMART-PLS software. The results show that the political dimension with a coefficient of 0.898 is one of the effective factors in controlling The border is impressive. In this variable, political and ethnic discriminations and the lack of political actors have an important effect on the importance of the political dimension in controlling the Iran-Turkmenistan border. These findings show that in formulating policies and programs related to border control, the need to pay attention to political and ethnic factors is of potential importance.
