The increase in life expectancy and the growth of the elderly population are achievements of humanity. However, population aging presents a significant challenge, particularly for Iran and its capital city, Tehran. Evident in official statistics, the aging population of Tehran has drawn attention in urban studies. Lifestyle changes and declining household incomes have severely impacted the quality of life for the elderly. Given the vulnerability of this age group, establishing infrastructure to enable their safe presence and independent living in urban spaces is essential. Neglecting this issue could lead to the gradual social exclusion of the elderly, along with physical and psychological risks. Without appropriate measures for their safe participation, institutional care often becomes the only option, potentially causing further harm. This challenge is especially pronounced in Tehran, where low birth rates and an increasing average age exacerbate the issue, which could escalate into a critical crisis if overlooked. Due to its demographic, socio-cultural, and economic dimensions, this issue is categorized as a complex urban policy challenge. This study introduces two novel contributions: first, focusing on the implications of population aging in Tehran through a forward-looking perspective; and second, adopting an interdisciplinary and pragmatic approach considering the capacities of Tehran's urban management. Employing a mixed-method and applied approach, this research systematically reviews domestic and international sources. It examines the "active aging" and "age-friendly city" frameworks and proposes actionable solutions for Tehran’s neighborhoods. One key recommendation is the introduction of "Elderly Schools," a low-cost initiative designed to foster a safe environment, enhance the elderly’s social connections, and encourage their community participation. This operationally oriented study aims to improve the quality of life for the elderly and serves as a foundational resource for urban policy development in Tehran
