Sistan and Baluchestan Province is of particular importance in various economic, political and social fields because this region faces specific security and development challenges due to its geographical location, ethnic diversity and economic and social problems. The lack of a precise and comprehensive understanding of the factors affecting social and security development can prevent targeted planning and implementation of policies to improve the social and security situation of the province. Therefore, this research was conducted with the aim of identifying the components of social and security development of Sistan and Baluchestan Province with an emphasis on the views of experts. Method: The qualitative research method is the Delphi method. The research population is managers and specialists of government organizations, professors specializing in the field of security, professors specializing in the field of social issues, of whom 15 people were selected purposefully. The research tool was semi-structured interviews and analysis of the collected data using qualitative analysis and ranking of opinions and summarizing opinions by eliminating opposing opinions and strengthening favorable opinions during three interview stages. Findings: The results showed that seven components of economic security, social security, military security, development of justice, development of quality of life, development of social ethics and development of political security play a role in explaining the socio-security development of Sistan and Baluchestan province. Conclusion: By identifying and prioritizing the key components of security and developmental development as the main foundations of the prosperity of Sistan and Baluchestan province, this research has provided valuable scientific and practical grounds for policymakers, managers and researchers and has opened a new path for achieving sustainable and security development in this region.
