Wetlands, as one of the most important natural ecosystems, play a fundamental role in preserving biodiversity, environmental balance, and securing the livelihoods of human societies. However, these valuable ecosystems have faced serious threats in recent decades due to excessive exploitation, unsustainable development, and weak legal systems. The present article aims to examine the rights and regulations related to wetlands in domestic and international documents and analyze the legal frameworks governing the protection, exploitation, and management of wetlands. In this regard, first, the most important domestic documents and regulations related to wetlands are examined, and then the position of wetlands in international documents, especially the Ramsar Convention and other related environmental treaties, is analyzed. The research findings show that although relatively comprehensive documents have been developed at the international level to protect wetlands, there are challenges in the domestic legal system such as the dispersion of laws, weak enforcement, and institutional inconsistency. Finally, the article emphasizes the need to strengthen the coordination between domestic laws and international obligations and to improve the legal system for wetland protection by providing suggestions.
