The multiplicity and diversity of the elements and dimensions of the city and urban life, on the one hand, and the various decision making and policy making actors involved in shaping, directing, and developing the city on the other hand, constitute a potential threat to coherent and integrated urban planning and management. The presence of these characteristics in cities, along with the lack of intersectoral and interorganizational coordination mechanisms required to achieve unity, integration, efficiency, and effectiveness, has significantly affected urban management. Collectively, these factors have created numerous challenges and problems for the city of Tehran. Integrated urban management can be defined as a set of organizational, structural, and institutional approaches and mechanisms that ensure coordination in urban planning and the provision of effective infrastructure.

The present study examines the mechanisms of integrated management in improving urban livability, particularly in District 3 of the Tehran metropolitan area. For the field study, 40 managers and experts related to District 3 of Tehran Municipality were selected as the sample population. After designing the questionnaire and having it completed by experts, its reliability was calculated, and Cronbach’s alpha was measured for each section of the questionnaire (integrated management and livability) to ensure reliability. In addition, the mean and standard deviation for each question were calculated, and the overall variables for integrated management and livability were examined using the mean or total scores. Pearson correlation analysis was then used to examine the relationship between integrated management and livability, and regression analysis was applied to predict the impact of integrated management on livability. Furthermore, factor analysis was conducted to identify the main dimensions of livability and integrated management using exploratory factor analysis.
