Planning for the future is not a suitable development framework for villages to successfully participate in the future world, and nowadays the components of communication and information technology have directly affected the lives of rural residents. In this regard, in the present study, an attempt has been made to analyze and evaluate the structural effects analysis process in East Azarbaijan Province as a study platform. The current research is applied based on its purpose and descriptive-analytical based on scenario in terms of nature and method. The results of the citation survey to identify the future scenarios of rural communication and improvement technology in East Azarbaijan province were provided to the respondents using the Scenario Wizard software in the form of a researcher-made questionnaire. The statistical population consisted of 31 rural information and communication technology experts. Based on possible future situations, in total, 21 different situations were designed for 7 key factors. Based on the obtained results, 8 scenarios with high compatibility were identified. "Creation of sites related to the affairs of villagers and adaptation of the content of the sites to the culture of the villagers" and "direction of promotional programs in order to explain the necessity of developing information and communication technology among the villagers" were introduced as compatible scenarios.
