The planning and foresight of sustainable development of tourism has received much attention by many policymakers, sociologists and planners around the world, in order to provide the ground . The current study investigated this issue based on the need for future studies in the field of rural tourism in Heris County. Accordingly, this paper is applied in terms of purpose and descriptive-analytical in terms of nature and method. Based on the objectives of the present study, the method and tools of data collection including the use of documents and documents (library) and interview from a specialized panel have been employed. The panel of respondents consists of 32 university professors as well as planning and development experts. MICMAC software was applied to analyze the structural effects and Scenario Wizard software was used for scenario planning. In the first section of the research, 21 variables were identified as primary factors and analyzed with MICMAC software. In order to make a final conclusion to determine the key drivers effective on the rural tourism approach of Heris county based on the results of two methods "variables rank in each of the states" and "sum of the influences of the variables in all states" the key and effective factors were selected that "Using the culture and rural art in presenting designs" and "considering all levels and classes of society in presenting designs" are of great importance. Then, in the next section, 62 scenarios with high consistency were selected. "The lack of implementation of policies and a specific program to pay attention to rural tourists as cultural ambassadors" was identified as a consistent scenario, which is supported based on the assumption of "coherent and efficient planning to design suitable spaces for holding traditional rituals with cultural symbols (design cultural routes) for tourists)".
