This study aims to investigate the role of modern agricultural technologies in enhancing productivity and reducing water consumption in Salahuddin Province, Iraq. Population growth, water scarcity, and climate change have underscored the need for advanced agricultural technologies. Employing a practical and descriptive-analytical approach, this research describes the current situation and analyzes the reasons behind water use and productivity. The study population consists of agricultural and water resource experts in Salahuddin, with a sample of 30 selected via snowball sampling. Data were collected using a researcher-designed pairwise comparison matrix questionnaire, validated by academic and expert reviews. The morphological foresight method was used for data analysis, enabling the examination of complex, multidimensional issues and the identification of plausible future scenarios. This method involves defining the problem, identifying key parameters, determining possible states, constructing a morphological matrix, assessing combination compatibility, creating probable scenarios, analyzing impacts, and proposing practical strategies. Findings indicate that technologies such as smart irrigation systems, IoT, and data management algorithms can reduce water consumption by 30–50% and significantly boost agricultural productivity. The study highlights the research gap in implementing these technologies in regions with limited water resources and infrastructure, emphasizing the need for strategic planning. It suggests that policymakers adopt optimized strategies based on analyzed scenarios to address water scarcity and enhance agricultural productivity,
