Urban diplomacy, as a new actor in the field of international relations, plays an increasing role in managing cross-border challenges and shaping the geopolitics of regions. This article, focusing on the Mediterranean Cities Network as a prominent symbol of this phenomenon, examines the role and impact of this union in the geopolitics of the Mediterranean region. The network, which was formed in 1991 with the initial goal of environmental protection, today covers a wide range of issues, including sustainable development, local governance and economic cooperation, by bringing together 81 municipalities from three continents, Europe, North Africa and the Middle East.
This study, using a descriptive-analytical method and relying on the organizational data of this network, argues that Med Cities, by creating a common discourse around common urban challenges such as environmental crises, resource management and urban justice, is a factor in strengthening regional integration beyond state geopolitical conflicts. Focusing on goals such as empowering local governments, implementing joint development projects and collaborating with influential institutions such as the Mediterranean Parliament and the Investment Network, has allowed this network to play a role directly and indirectly in the stability, security and sustainable development of the Mediterranean region. This article finally concludes that the Mediterranean Cities Network, using urban diplomacy mechanisms, not only acts as a facilitating institution in solving practical problems, but also, by creating sustainable communication channels between cities, is redefining patterns of cooperation and competition in the complex geopolitics of the Mediterranean region.
