مدل‌یابی ساختاری نقش مدیریت روستایی در ارتقای رفاه اجتماعی خانوارهای روستایی (مطالعه موردی: شهرستان تبریز)

چکیده
رفاه اجتماعی در نواحی روستایی یکی از مهم‌ترین ابعاد توسعه پایدار به شمار می‌رود و تحت تأثیر مجموعه‌ای از عوامل اقتصادی، اجتماعی، خدماتی و مدیریتی قرار دارد. پژوهش حاضر با هدف تحلیل ابعاد رفاه اجتماعی و تبیین نقش شاخص‌های مؤثر بر آن در سکونتگاه‌های روستایی انجام شد. روش تحقیق از نوع کاربردی و به لحاظ ماهیت توصیفی-تحلیلی بود. داده‌های مورد نیاز از طریق پیمایش میدانی و تکمیل پرسشنامه در میان خانوارهای روستایی و مدیران محلی گردآوری شد. جامعه آماری شامل 380 خانوار روستایی و 70 نفر از مدیران محلی بود. برای سنجش رفاه اجتماعی، 57 گویه در قالب 8 شاخص اصلی شامل مشارکت اجتماعی، کیفیت زندگی، امنیت اجتماعی، تغذیه مطلوب، اشتغال و بیکاری، دانش و آگاهی، فقر و محرومیت و دسترسی به خدمات مورد استفاده قرار گرفت. پایایی ابزار پژوهش با استفاده از ضریب آلفای کرونباخ تأیید شد. تجزیه و تحلیل داده‌ها با بهره‌گیری از مدل‌سازی معادلات ساختاری، آزمون فریدمن و آزمون t تک‌نمونه‌ای انجام گرفت. نتایج نشان داد که مدل اندازه‌گیری رفاه اجتماعی از برازش مطلوبی برخوردار است و تمامی روابط میان شاخص‌ها و سازه رفاه اجتماعی معنادار هستند. در میان شاخص‌ها، فقر و محرومیت بیشترین اثر را بر تبیین رفاه اجتماعی داشته و دسترسی به خدمات کمترین اثر را نشان داد. همچنین نتایج آزمون فریدمن بیانگر آن بود که در میان ابعاد نقش مدیران محلی، شاخص اجتماعی بیشترین اهمیت را در ارتقای رفاه اجتماعی دارد. یافته‌های آزمون t نیز نشان داد که برخی مؤلفه‌های خدماتی، آموزشی و بهداشتی در وضعیت نامطلوب‌تری قرار دارند. در مجموع، نتایج پژوهش بر چندبعدی بودن رفاه اجتماعی و ضرورت توجه همزمان به کاهش فقر، تقویت سرمایه اجتماعی، ارتقای مدیریت محلی و بهبود زیرساخت‌های خدماتی در نواحی روستایی تأکید دارد.

Structural Equation Modeling of the Role of Rural Management in Enhancing the Social Welfare of Rural Households (Case Study: Tabriz County)

چکیده English

Social welfare in rural areas is considered one of the most important dimensions of sustainable development and is influenced by a combination of economic, social, service-related, and managerial factors. The present study aimed to analyze the dimensions of social welfare and to explain the role of influential indicators in rural settlements. The research was applied in purpose and descriptive–analytical in nature. Data were collected through a field survey using structured questionnaires administered to rural households and local managers. The statistical population consisted of 380 rural households and 70 local managers. To measure social welfare, 57 items were developed under eight main indicators: social participation, quality of life, social security, adequate nutrition, employment and unemployment, knowledge and awareness, poverty and deprivation, and access to services. The reliability of the instrument was confirmed using Cronbach’s alpha coefficient. Data analysis was conducted using Structural Equation Modeling (SEM), the Friedman test, and the one-sample t-test. The results indicated that the measurement model of social welfare demonstrated an acceptable goodness-of-fit and that all relationships between indicators and the latent construct of social welfare were statistically significant. Among the indicators, poverty and deprivation exerted the strongest effect on social welfare, whereas access to services showed the weakest effect. The Friedman test revealed that among the dimensions of rural management, the social dimension had the greatest importance in enhancing social welfare. The findings of the one-sample t-test further indicated that several service, educational, and health-related components were in relatively unfavorable conditions. Overall, the findings emphasize the multidimensional nature of rural social welfare and highlight the necessity of simultaneously reducing poverty, strengthening social capital, improving rural management performance, and upgrading service infrastructures.
