Smart city, as a new concept in urban management, seeks to improve the quality of life of citizens through the optimal use of information and communication technologies. Dilapidated urban fabric refers to areas of the city that do not have the necessary efficiency for residence and economic and social activities due to their age, dilapidated buildings, lack of compliance with construction standards, and lack of appropriate infrastructure. Resilience to natural disasters, which is the way in which the geographical, economic, institutional, etc. capacities of societies affect disasters, is one of the issues that must be addressed in every society. The purpose of the present study is to investigate the effect of smartening dilapidated fabrics on the resilience of urban settlements. The ISM model was used in this study. This study is applied-theoretical in terms of purpose and descriptive-analytical in terms of method. The required information and data were collected through library and field methods. In this study, using the interpretive structural modeling (ISM) method, key components of smartization (such as digital infrastructure and data-driven management) and resilience indicators were identified and the causal and hierarchical relationships between them were extracted. The results of this analysis show that the deployment of smart infrastructures plays a driving and fundamental role in strengthening resilience by facilitating crisis management, increasing monitoring of physical quality, and promoting citizen participation. Finally, this research presents a conceptual model to explain the executive and strategic priorities for Kermanshah urban management for sustainable regeneration and risk reduction in degraded areas.
