The spatial distribution of population and economic activities, alongside the quality of access to services and infrastructure, is one of the central concerns of territorial planning. Coastal areas, owing to the connection between land and sea, access to maritime routes, fishery resources, tourism potential, and opportunities to connect with transportation networks, can play a significant role in the spatial organization of development. However, a coastal location alone does not guarantee population attraction, and the quality of infrastructure, employment opportunities, public services, governance, and environmental considerations all play a role in achieving sustainable population settlement.
The present study aims to identify the potentials and barriers to population settlement in the coastal areas of western Makran, using Jask County as a case study. In terms of its objective, the study is applied, and in terms of its method, it is descriptive-analytical. Data were collected using a documentary-survey approach. After identifying internal and external factors based on the views of 15 experts and using the SWOT framework, strategies were formulated and prioritized using the Quantitative Strategic Planning Matrix (QSPM). The findings indicate that offensive strategies are appropriate within the framework of the analysis conducted and emphasize leveraging the area's connectivity, improving agriculture, developing responsible tourism, digitally promoting local potentials, fostering social participation, and strengthening fisheries and aquaculture.
