نقش مدیریت ریسک در کاهش آسیب‌پذیری اقتصادی-اجتماعی سکونتگاه‌های روستایی با تأکید بر خشکسالی (مطالعه موردی: دهستان میان خواف شهرستان خواف)

چکیده

بروز خشکسالی در مناطق مختلف جهان نشان از آسیب‌پذیری همه ملت‌ها از رویدادهای آب و هوایی دارد. وقوع خشکسالی در جوامع روستایی خسارت‌های اقتصادی و اجتماعی فراوانی را به بار آورده است. افزایش آگاهی از هزینه‌های اقتصادی، اجتماعی و زیست محیطی خشکسالی، منجر به رشد دیدگاه‌های فعال در خصوص مدیریت ریسک خشکسالی در کشورهای توسعه یافته و در حال توسعه گردیده است. پژوهش حاضر با هدف بررسی نقش مدیریت ریسک خشکسالی در کاهش آسیب‌پذیری اقتصادی-اجتماعی سکونتگاه‌های روستایی، در دهستان میان خواف انجام شده است. در این راستا از روش تحقیق پیمایشی با به کارگیری پرسشنامه استفاده شده است. جامعه آماری تحقیق را، 1148 خانوار از روستاهای دهستان میان خواف تشکیل دادند که بر پایه فرمول کوکران، شمار نمونه‌ها 326 نمونه به دست آمد. از این تعداد 288 نفر پرسشنامه‌ها را تکمیل و برگشت دادند. در تجزیه و تحلیل داده‌ها از آزمون‌های فریدمن، t تک نمونه‌ای، ضریب همبستگی پیرسون، رگرسیون و تحلیل مسیر استفاده شده است. نتایج بررسی آسیب‌پذیری سکونتگاه‌های روستایی از خشکسالی نشان داد که سکونتگاه‌ها بعد از وقوع خشکسالی بیشترین آسیب را دیده‌اند و مدیریت ریسک خشکسالی بر مبنای ابعاد اقتصادی، اجتماعی و اقتصادی-اجتماعی با میانگین 79/3 می‌تواند در کاهش آسیب‌پذیری سکونتگاه‌های روستایی تأثیر بسزایی داشته باشد؛ نتایج بررسی‌های حاصل از تحلیل مسیر نشان داد بعد اقتصادی با ضریب 555/0 دارای بیشترین و بعد اجتماعی با ضریب 310/0دارای کمترین تأثیر مستقیم بر کاهش آسیب‌پذیری اقتصادی و اجتماعی سکونتکاه‌های روستایی می‌باشد. با تعمق در ماهیت عوامل اثرگذار بر کاهش آسیب‌پذیری اقتصادی و اجتماعی سکونتگاه‌های روستایی مشخص می‌شود که مدیریت ریسک خشکسالی رویکردی مناسب برای کاهش آسیب‌پذیری اقتصادی و اجتماعی در روستاهای مورد مطالعه است و می‌توان در فرایند کاهش پیامدها و آسیب‌های ناشی از خشکسالی، بر مدیریت ریسک تأکید داشت.

چکیده [English]

The occurrence of drought in different parts of the world shows the vulnerability of all nations to weather events. Drought in rural communities has caused a great deal of economic and social damage. Increasing awareness of the economic, social and environmental costs of drought has led to the development of active perspectives on drought risk management in developed and developing countries. The aim of this study was to investigate the role of drought risk management in reducing socio-economic vulnerability of rural settlements in Miyan Khaf district. In this regard, the survey research method has been used using a questionnaire. The statistical population of the study consisted of 1148 households from the villages of Miyan Khaf district, which based on the Cochran's formula, the number of samples was 326 samples. Friedman tests, one-sample t-test, Pearson correlation coefficient, regression and path analysis were used to analyze the data. The results of the study of the vulnerability of rural settlements to drought showed that the settlements have suffered the most after the occurrence of drought and drought risk management based on economic, social and socio-economic dimensions with an average of 3.79 can be Reducing the vulnerability of rural settlements has a significant impact; The results of path analysis showed that the economic dimension with a coefficient of 0.555 has the highest and the social dimension with a coefficient of 0.310 has the least direct impact on reducing the economic and social vulnerability of rural settlements. By reflecting on the nature of the factors affecting the reduction of economic and social vulnerability of rural settlements, it is clear that drought risk management is a suitable approach to reduce economic and social vulnerability in the studied villages and can be in the process of reducing consequences and Drought damage emphasized risk management.
