Creating social justice in the villages is one of the factors that make life in the villages more prosperous and not only can it prevent the repulsion of the population, it can also attract the population. Among these, balanced distribution and distribution of rural credits are among the most important factors creating social justice in the rural environment. Therefore, using the Delphi method, seven factors of population characteristics, spatial characteristics, physical characteristics, economic characteristics, tourist attraction, natural environment characteristics, and managerial-institutional characteristics to analyze the spatial distribution of rural development credits in relation to the implementation of rural master plan in Bardsir County was determined to be divided into 23 sub-factors. Then, using AHP method, criteria and sub-criteria were prioritized. The results of this section showed that economic factors with 0.261 and household dimensions with 0.145 were the most important criteria and sub-criteria. Some criteria, such as distance from the road, did not already exist and were prepared using this tool. Also, the map of each sub-criterion was reclassified based on their importance using the GIS. Finally, the ranking of villages was done using the TOPSIS method and the results showed that out of 32 villages in which the pilot project has been implemented and allocated credit in the past, only 12 villages are in the top priorities of the TOPSIS program and 5 villages in They are at the lowest level of priority, in which the master plan has been implemented. In fact, it can be concluded that so far little attention has been paid to geographical criteria in the distribution of rural credit.
