The increasing fragmentation and lack of coordination within urban management systems have, in recent decades, become major obstacles to improving quality of life and achieving urban sustainability in large metropolitan areas. Integrated urban management, by harmonizing structures, procedures, and decision-making processes, can play a significant role in enhancing various dimensions of urban quality of life. Accordingly, the present study aims to examine the performance and challenges of integrated urban management in improving the quality of life of residents in District 3 of Tehran. To this end, the relationships between the components of integrated urban management and the social, economic, environmental, and physical dimensions of quality of life were analyzed. This descriptive–analytical research employed two structured questionnaires: one completed by urban managers and experts, and the other by specialists in urban planning. The reliability and validity of the instruments were confirmed using Cronbach’s alpha coefficient. Data analysis using Pearson’s correlation coefficient revealed a positive and significant relationship between the performance of integrated urban management and various quality-of-life indicators. The findings also highlight that challenges such as overlapping responsibilities, weak inter-organizational coordination, and limited resources influence the effectiveness of integrated urban management in District 3. Overall, the results indicate that adopting a comprehensive and integrated approach to urban management can reduce structural and functional challenges and improve the quality of life for residents in District 3. Therefore, formulating coordinated strategies based on stakeholder participation, institutional integration, and strengthened decision-making mechanisms is essential for enhancing urban management in this district.
