Reducing the vulnerability of manpower and of the vital facilities and equipment of the country in the hostile and destructive attacks of the enemy and the continuation of activities in the context of the crisis caused by the war is one of the essential requirements in the planning of human settlements, commonly referred to as non-military defense The agent is mentioned. In the present study, the principles of non-working defense in critical and critical centers of health in the city of Sabzevar have been investigated. In this research, the research method was descriptive-analytic method for explaining the status quo and finding the answer for research questions, and the method of collecting information was based on the library. Population density criteria, access radius, distance from health centers, population dispersion and urban areas for locating new treatment centers in Arc Map software have been investigated. Finally, the findings show that Sabzevar is not in good condition in terms of non-operational defense measures. There is a significant difference of 0.73 square meters in terms of per capita and standard standards in Sabzevar city, and in terms of surface area, and usually one percent of the area of cities is allocated to therapeutic use. In this regard, the treatment level in Sabzevar equals 0.33%, which is again a big difference with the standard. Therapeutic uses of this city are not subject to the use of all individuals in the time of crisis, according to the radius of access. Therapeutic use is more in the center of the city, about 15% of the population of Sabzevar (about 4,545 ners) in the radius of access None of the treatment centers.
